When you start a new project in Altium Designer, the first thing you should do is to set your project’s default view to Layout. Here is an example of a part that was created in the PADS Layout and imported to the PCB design. The board has a 2-layer perforated board with pads in the top layer. The backside is a schematic lay-out with several pads. The PADS Design Rules for routing a package are standard (Name, Routing, Min_Spacing, Via_1, etc.) and because the schematic layer is a standard layer and the top layer is named layer_2, the designer can clear a patch with minimum spacing, routing, and via parameters. This has no affect in the PADS design, but the result is a failed run when the ECO attempts to run in Altium Designer. The reason is layer_2 is a 2-layer perforated board and all routing, patch, and the other design rules must be based upon 2-layer PCBs. A strategy is to first create a Plane Clearance rule that clears this pad, and set this to operate on layer_2, then proceed to create all the other required design rules.
If this is the case, then all (or at least most) of the connector and clearance rules should be created as a Plane Connect rule. Then, export all of your PCB files and recreate them in Altium Designer. However, you may need to make some adjustment to the new design. Typically, these are not major changes as the component/DRC editing tools have been greatly improved since Altium Designer was created. If you modify the outer plane of the package, for instance, it may throw off the rest of the design because the footprint is no longer supported by the connector/clearance rules. One way around this is to deselect the plane where you changed the shape of the component, and proceed to modify all planes in the same manner. Another approach, which may be less effective, is to deselect the component, open up the connector/clearance rules, make the changes, then export the file to Altium Designer.
