But this kind of confusing situation will also cause lots of problems for add-on developers and users. What is it you want add-on developers to do? They should not create 2 different sets of Blender releases, one with stable development and one with latest bug fixes. Two sets of releases would destroy the user experience.

But I would argue that it is exactly the current state of blender that should be approached with the concept of LTS releases. If you want to stick with a point release, it is okay, but it should be done in a more organized way, like I mentioned earlier.

This could allow the devs to rocket forward and try a lot of new things.

If you want stability the best is to make a LTS version release, LTS mean static but more testing and version dependancy, so your users can just install it on their PC and work easily and get bug fix. You will have big benefit. The second idea is make a version every year, if you implement them in a good way this can be a good solution also. Third, you can make daily build, like blender.org, for users and developers to work in the developement branch (development branch are the daily updated branch)
